White and brown noise are shapes: a machine produces them, and they never change. Rain is a recording of something that happened, and it keeps the irregularity of the real thing. Thousands of drops arrive at slightly different moments, so the sound is never exactly the same second to second.
That irregularity is the reason people either love it or cannot use it. It is varied but predictable: the detail changes constantly while the overall level does not, so nothing in it ever becomes an event. A flat noise achieves the same by having no detail at all. Which of the two your ear prefers is not something an article can tell you.
There is a second difference that has nothing to do with sound and a lot to do with why people choose it: rain means something. It sounds like weather, like being indoors while something happens outside. White noise sounds like a fan. For some people that association does more than the masking does.

Not in this one: it is steady rain, kept even on purpose, because a thunderclap is exactly the kind of sudden sound a background is supposed to cover. Thunderstorm is a separate sound on this page, for when you want it.
If what reaches you is voices and sharp sounds, white noise covers them more evenly. If it is a low rumble, or if a flat noise tires you out, rain and brown noise are easier to keep on for hours.
